The traffic management in Barangay Sun Valley has proven to be rather inefficient and has even caused conflicts between various sectors in the community. Many of its aspects need improvement because they are hindering not only the betterment of traffic flow, but the development of Sun Valley as a whole. The lack of proper management causes a great inconvenience to residents in the different subdivisions of the barangay because roads that are solely meant for the use of these residents are being hogged by nonresident vehicles such as jeepneys, buses, trucks, taxis, tricycles, etc. Not only does this add to the congestion, but it also increases air pollution around the residential areas.
Among the problems identified, these were the most prominent:
• Lack of strict enforcement of traffic rules and violation of speed limits
One among the many factors that contributed to the problem is the lack of strict enforcement of traffic rules, particularly in terms of speed limit. A great number of vehicles that pass through the roads of Sun Valley are reported by residents for speeding. Aside from that, the flow of vehicles is more congested due to narrow roads. This adds to the inconvenience of homeowners in residential areas of the barangay not only because the traffic makes it harder to get from one place to another, but because the air becomes more polluted, it will be constantly noisy, and more people will assume that they have access to roads meant only for residents.
There are various ways of implementing and ensuring traffic rules. Aside from traffic enforcers, there are traffic signs, stop lights, etc. These are made to be followed. However, clearly many drivers who pass through Sun Valley are neglecting these aids, resulting to more accidents and heavier traffic.
• Street vendors and narrow roads
In addition to the disregarding of traffic rules, there is quite a number of street vendors positioned along main roads of Sun Valley. Besides the fact that it may not even be legal for them to sell on the streets, they take up more space on the road causing the streets to be narrower, thus resulting to even heavier traffic.
• Improper road construction and damaged drainage system
The road construction in Sun Valley requires improvement because the constant
heavy traffic is damaging the roads and drainage system. Not only are the roads in need of enhancement, they are too narrow because of the previous problem mentioned: the illegal street vendors. They take up a lot of space that should be used by vehicles on the road. In addition to that, many bicycles, motorcycles and tricycles drive alongside larger vehicles which hogs even more space. The roads need to be widened, street vendors must be strictly banned and additional lanes for bicycles and motorcycles must be made so that there will be more allowance on the streets of Sun Valley, otherwise the traffic condition will only worsen.
Due to the heavy flow of traffic, the roads and the drainage system is being destroyed. This affects the cleanliness, sanitation, and overall health of people residing within or around the barangay area. In addition, Sun Valley is prone to flooding due to its location and topography, therefore the lack of a fully functional drainage system will increase risks of endangering the lives of the people in the community and possibly double the damage to infrastructures, especially during the rainy season.
• Location of Sun Valley
Sun Valley is located near the Bicutan intersection, where the East and West service
roads intersect with the express way. Given that, it is safe to say that this intersection can be the cause of traffic along the three major roads because of the huge number of vehicles passing through and the lack of strict enforcers to manage the intersection. This area also becomes more accident prone, and when there is an accident, traffic usually becomes even heavier. Most people have to pass through this intersection to get to Sun Valley, so it is important that issues in this intersection be omitted as soon as possible.
There is quite a number of factors to consider when looking for contributors to the problems in the traffic management of certain areas, and it can be concluded that there are too many deprivations to the management in Barangay Sun Valley that need to be eradicated.
